hotel for college freshman?

hi, my younger brother (19 years old) and a few of his friends are planning to go to chicago in june for a concert...are there any hotels he can reserve even though he is under 21?

i know some hotels have the over 25 requirement and others have over 18, doesnt have to be anything nice, actually the cheaper the better - they are struggling college students :-)
